Yes: Only if you need advil (ibuprofen) on prolonged basis i.E many weeks would you need to monitor your BP and adjust your medication for high bp.

Yes you can: However it will be more likely a bandaid for the toothache. If it persists beyond the tylenol (acetaminophen) i suggest you see your dentist to have the tooth checked to determine cause of the toothache and the appropriate treatment for it.
