Not necessarily: It depends on how much time passed between the HCG levels and whether you mean 127, 940 or 12, 794. If it is going down, that is usually not a good sign. At 127, 000, that is fairly high and can also indicate something is wrong. You need an ultrasound (us) to see if there is a fetus and heartbeat (usually there after 10-12, 000). The us will help decide if everything is good.
