HIV: Acute HIV syndrome may be accompanied by sore throat with or without inflammatory discharges. If your HIV testing has been negative 3 or more months after exposure the overwhelming likelihood is that you do not have HIV disease, but if you want to be certain would check again in 6 months or get a pcr for HIV rna. See a doctor: HIV is unlikely with 2 negative tests over 3 months. But there are other STD's that cause sore throat like chlamydia and gonorrhea. You should be tested for those as well.
