My left breast has been itching and has a minor rash. my whole body also itches, and its very cold in here. could this be allergies or cancer?

Not cancer: Cancer usually does not itch you need to have someone examine the area if the problem persists. However you may simply have dry skin for which applying a moisturizer immediately after bathing may help. Then it may also be from a contact allergy especially if you had worn a new bra which had not been washed prior.
