Bone stimulator: First i assume the fracture was immobilized in a cast or surgical shoe for an adequate period of time and you have stayed off of it as much as possible. You may have a delayed or non union fracture. First i would try a bone stimulator- there are many types. If that fails there are surgical procedures.
