See doctor: You did not specify the type of cardiovascular disease which is unusual at your young age. An itchy rash at the ankle may have many causes including shoe dermatitis but you need to see your doctor and have him/her take a look at it. As far as you leg issue, you may ask your doctor whether you may be suffering from restless leg syndrome and get the treatment for it.
