Bites likely: If you live in an area (warm weather) , yes , indeed , you may be experiencing insect bites. Apply 1% Hydrocortisone cream 2-3x/day.

Could be, but: It is impossible to tell for sure but it is time for you to see a doctor if this has been present for over a month. Sometimes a skin biopsy may be needed.
