TIA'S: If there is significant blockage the symptoms occur on the opposite side of the body and may include numbness, tingling or weakness of limbs or facial area. Less common would be visual disturbance in the eye on the same side as the carotid blockage. Sometimes plaque breaks off and travels up to the brain causing(stroke) permanent damage in the brain. A vascular surgeon should evaluate the blockage.

Carotid Stenosis: Signs of Carotid Artery Stenosis are Bruit, TIA or Stroke. The symptoms of a TiA may include sudden weakness or numbness in the face or limbs, often on just one side of the body, inability to move one or more of your limbs, trouble speaking or understanding speech, sudden trouble seeing in one or both eyes, dizziness or loss of balance, sudden, severe headache with no known cause.
