Hi can doctors tell the difference between a cyst and a tumor on the kidney's just by looking at a ct scan?

Usually: Simple cysts of the kidney are common and most of them can be identified as such by radiologists with certainty. If there's a question, it's often a simple matter to sample the tissue with a needle. Likewise, dangerous tumors won't be mistaken for common cysts.
