Need more info: May be circulation issue but a neuropathy may be causing your symptoms . Diabetic can have peripheral neuropathy , vitamin deficiencies etc. A full history and physical with arterial dopplers, emg, nct etc may be needed to sort out the issue. A battery of labs including sugars , thyroid levels, ANA etc.
