I'm wondering why can't caps and veneers extend slightly into the gumline?

They can: To a very small extent, they can. There's just a little bit of space in there to work with.

They usually do.: It is more esthetic/natural looking to slightly extend the margin or edge, just under the gum line. It is necessary to have a very smooth transition from veneer to tooth to prevent the accumulation of bacteria under the gums. Proper flossing and brushing is required.

Yes, they can and: is always necessary for some reasons: to hide the margin on a discolored tooth and to prevent future decay. However, the risk in prepping subgingival margins is going too deep and violating the attachment, which can result in gum inflammation. Ask your dentist for more information.
