Yes: There are congenital pituitary disorders, although rare. You can have situations where the entire pituitary is not working, or just certain hormones, say, just the thyroid stimulating hormone or growth hormone. We usually don't know what actually happens to cause these things. Many things have to happen just perfectly while a baby developing, and steps can go wrong anywhere along the way.
