No it isn't: Warrants consultation with a good urologist or uro-gynecologist. Virtually every patient with urinary incontinence can be helped with exercises, medication, or surgery. Some patients can also experience temporary relief with a pessary. Of course UTIs need to be ruled out. In Good luck.

Depends: There are many causes of incontinence..some which can start as early as your 20s. I would recommend evaluation with a doctor to rule out more serious conditions
