Uti: Urinary tract infection is an infection and should cause some sort of discomfort. Incontinence is where you can't hold your urine in. For your age, most likely urinary tract infection, but for a male, rule out std.

Get a test : A urinary tract infection can cause temporary incontinence which should resolve when the infection has been treated. A urinalysis &/or urine culture should be able to make the diagnosis of a UTI & antibiotics should treat it. If the symptoms don't resolve after treatment & repeat culture shows the infection has resolved there might be something else causing the sx & further eval may be needed.
