Why?: Orthodontists normally do not 'sell' orthodontic elastic bands. Elastics are used as part of treatment. It is important to ask 'us' why you want them? If its for arts and crafts or some other non-orthodontic use, i'm sure a local orthodontist would be willing to give you a bag.

For what reason: Usually not available for sale in retail stores, but can be purchased on the internet. If you need rubber bands for your braces, and your running out, just contact your orthodontist for a fresh supply. If you need some for a craft project, just ask any orthodontist. I'm sure they would be happy to supply you with a bag. Please, however, don't try to self-treat. You can cause serious problems.
