Why are doctors offices making people apply to be a patient now?

Reasons include...: America is a free society, so patients get to choose their doctors, and doctors get to choose their patients... Just like husbands and wives get to choose one another. It makes for much better relationships. Also, as each year has gone by, the number of primary care doctors has not increased enough to keep up with our population, so many doctors are already too busy to accept new patients.
