Spider angioma?: Without seeing a lesion, it's hard to say. If you have concerns see your doctor or dermatologist. At your age, most likely, it's something benign.

Probably not bad: One would need to examine this to be sure, but from the description this is most likely a small spider angioma. They cause no symptoms and can be treated by injection sclerotherapy. However, having a doctor look would be a good idea to be sure it isn't something else.
