Try artificial tear: You have a condition known as dry eye which can be triggered by hot and windy weather or ice cold weather. Try some artificial tear. Since it affects only one eye however, if the tears do not help , you should see an eye doctor to make sure there is problem with infection, foreign body, or inflammation.
