Depending upon the size of the implant and the lifting technique it might be possible for a small amount of lateral chest wall skin excess/laxity to be improved. If the area of concern is more of a fatty enlargement then it is unlikely to improve.

No: In fact a breast lift and augmentation should reduce the relative bulge in the armpits. If the entire breast is augmented than the armpit fat is proportinately smaller. Also you can ask to have some liposuction done of that area
