No: A risk factor is anything that increases a person’s chance of developing cancer. Primary hypogonadism or testicular atrophy is not a risk factor for testicular cancer unless the atrophy is related to the testicles having been undescended (aka cryptorchidism). A condition known as klinefelter's syndrome is a common cause of bilateral testicular atrophy and primary hypogonadism. Hope this helps.
