Very complicated: It sounds like you have hypogonadotrophic hypogonadism which has lead to primary amenorrhea. Fertility issues surrounding this are way beyond the scope of a 400 character answer. Please schedule a visit and discuss your rare situation with a reproductive endocrinologist. Breast and pubic development must occur first - slowly and carefully before dealing with fertility.
