Medicare: As far as i know, medicare does not provide any dental benefits whatsoever, regardless of the state you live in.

Medicare: Check with your local dental society (located in yellow pages under dentists or google it). They can guide you. Also some hospitals have clinics you may qualify for. Some local private dental offices may also accept medicare.

No: Medicare is a federal program, which at the present only pays for oral sleep apnea appliances with approval after the diagnosis has been confirmed by an MD.
