Absolutely: Femoral anteversion is actually quite common in young children because of very flexible tendons and ligaments. Most outgrow it as they get toward puberty. You certainly can have it with CP, but that is not a needed condition to diagnose it.

Yes: There are many causes of femoral anteversion, of which CP is but one. Most causes are far more benign.
