No simple answer: Things to be considered beside price: your age, nature of your job, position of your chair in relation to desks/tables etc, causation of your neck pain and your back pain. Chair should have adjustable height, tilt, pivot on pedestal, and roll easily. Seat back should extend up to neck level. Arm supports are helpful. Try them out before buying.

No answer: Try different chairs, try a lumbar support, be aware of your posture, try frequent breaks to get out of a seated position , physical therapy etc.
