Lobar Holopreosenceh: I believe you are referring to Lobar Holopreosencehaly in which the brain is not formed well leading to severe mental retardation. This is a rare condition from failure of the brain to completely divide into two separate halves. Many parts of the entire brain may be fused and not allow normal function.
