Well: One issue is that inhalation of vapors/ smoke is a respiratory irritant. So i don't think it would accurate to call it "safe".

There is: Significant concern over the nicotine containing electronic cigarettes and rightly so, but if there is definitely no nicotine and the "juices" in your son's electronic cigarette are freely available in grocery stores then i can see no problem. Good luck with his efforts. Definitely a worthy endeavor.

Yes: To this date I am unaware of any study that shows the electronic cigarettes are not safe. That is for cancer or chronic lung problems. There are some studies on the effects of the nicotine, but I am unaware of any conclusive problems with those studies either.
