Yes!: See pediatrician or pcp. I used steam vaporizer with my own children. Sometimes it worked.

Yes, but...: It's theoretically possible, especially if exposed to international travelers. But symptoms of croup during the "offseason" should prompt suspicion that your baby may have inhaled a foreign body.
