Yes: Progesterone definitely has significant effects on some women's breast tissue. Some women are more sensitive to Progesterone than others and this could definitely be the situation in your case. If you're done having children, what about endometrial ablation? Or an iud? These could help with periods and obviate the need for progesterone.
