Many tests done: Sharp shooting pains in the rib cage may be due to pinching of the intercostal nerve. A deep breath often accentuates it. This wouldn't connect with the left arm however. If there is tenderness on touching the rib cage under the left nipple i would recommend a spot xray of that rib area.

Not heart: This sounds like musculoskeletal pain. At age 26, it's not likely to be your heart. With pain in your left arm and chest, it could be coming from your neck. There are nerves that exit your spinal cord through the vertebrae in your neck. If these nerves are compressed, they can cause arm pain. Do you do repetitive motion (like weight lifting?) left handed? Observe what you do with your body!
