Usually not: A urine analysis, especially in women, can be misleading regarding the presence or absence of a uti. Pmns, leukocytes, white cells (all the same) and some bacteria are quite common findings in a urine sample and are usually just contaminants from the vagina especially if unassociated with any symptoms of a uti. A urine culture is the definitive test to rule in or rule out a uti.

Foreign language!: Lab language is like a foreign language. Pmns are 'polymorphonuclear neutrophils, ' and they are a type of white blood cell that fights infection. That they were moderate in amount may have meant that they were fighting off infection (doing their job). 'few' bacteria is probably normal. Remember that we have normal bacteria in the vagina, throat, bowel, etc. Our urine is supposed to have none.
