Very normal: The vac won't need to run if there is a good seal, good vacuum at the dressing and minimal drainage. All these are good signs after such surgery.

Yes can shut off: There are times that we will set a vac to intermittent suction as well. The purpose is to stimulate granulation tissue to form or promote faster healing. That would also explain the vac shutting on and off.
