Complex problem: I am not certain that the bulging disc is related to the feeling of electricity going into the head and mouth as you describe. Also, the location of these feelings on the head and mouth are important. If they are on the the outside of the face and mouth one might coinsider the possibility of trigeminal neuralgia which is irritation of the 5th cranial nerve.

Forget the back: But think of the neck. Upper c-spine issues can cause problems you are describing, that is, sensations to the head/mouth. Back may be a separate issue. Do the symptoms appear if you lean your head all the way back or forward? Have your doctor check this out.
