Yes: If you had an intraarticular fx if possible that you are developing osteoarthritis of the ankle joint(crumbling bone", this occur very often when fx was commminuted(multiple pieces).

Depends on a number: Of reasons, which your ortho surgeon should be able to explain, after an examination and some xrays. If its making noises it might be an early post traumatic arthritis, which produces pain, swelling, popping sounds. I am unsure what you mean by crumbling bones? See your surgeon. Good luck.
