Define "normal": It will grow back, but it will become more sparse and have a finer texture, especially if you wax on a regular basis. That's because waxing pulls the hairs out by their roots, which weakens the hair follicles, making them less capable of growing normal, strong hair shafts. That's a good result for most people who have such procedures, but if it's not what you want, don't have it done.
