Yes.: If by safe, you mean it shouldn't permanently damage your female parts. Theoretically, you shouldn't get ingrown hairs from waxing since you're taking the hairs out from the roots. However, waxing is not perfect and some hairs might break near the ends and grow back to form an ingrown hair. Hope this helps.
