Definitely YES, If -: You smoke or are exposed to 2nd hand smoke even, delayed or non union can occur, when the bones ( tibia is one of the commonest) are slow to heal or do not heal with bone at all. So if you are smoking or anyone else, you all are strongly advised against it/ quitting would be the best decision you make. Good luck.
