If someone suffered a growth plate fracture in the fibula of a leg and it led to stunted growth, could that mean the tibia could "outgrow" the fibula?

Fibula fx: More likely if it indeed led to stunted growth that the lack of growth of the fibula held back appropriate growth of the tibia and that led to the growth problems. Your fibula usually does not determine height because it is a non-weight bearing bone, but in that instance it could have effect on height.
