It depends: It is normal to have some generalised swelling around a wound as part of the healing process - this will heal with time. It is not normal to have a lot of swelling, especially if there is associated pain or redness or discharge which could all suggest a complication like infection. If possible, keep the affected area elevated when possible as gravity will help resolve
