See your PCP for the: Initial evaluation and get some pain meds from her/him, and investigations could be started. Then see a podiatrist/ foot ; ankle doc as you wish. Most likely its planter fasciitis, requiring pain meds, stretching exercises/ splints, night splints, pain/steroid shot, proper shoe wear, with heel cushion/pad, etc.. Good luck.
