Moderate OSA: Moderate obstructive sleep apnea is a serious condition and requires medical attention. CPAP is a gold standard, but patient's compliance around 75%. Another alternative is a custom made dental appliance that you wear only night time. It will be titrated according to your needs. No surgery is recommended. Rec. In case of CPAP intolerance to see orofacial pain specialist.

Not necessarily: For mild to moderate obstructive sleep apnea, a dental device might suffice, however insurance companies often don't want to pay for them. CPAP is still the tried and true remedy, but about 50% of people may not tolerate it easily. I doubt that tonsillectomy would be worth the risk.
