Yes: In many cases keloids maybe improved without surgery.

Not Completely: Keloids are excessive scar formation which grows 'outside' the margins of a wound. These are usually problems with scar shutdown information in the body. Treatment usually requires use of injection therapy of steroid-type drugs or use of stem/stromal cell-platelet concentrate injection to improve healing at site. Surgery option exists, but with high incidence of recurrence.

Not all the way: Injections of cortisone like "kenalog" may reduce the size, but not remove them completely. Even after the surgical removal, the keloids may come back.
