Yes, it could: You could have either vascular or neurogenic claudication causing the cramps, if the cramps are worse at rest, possible vascular, if worse when walking and improves with leaning over, think neurogenic. However, leg cramps can be from so many things, even anemia or mineral imbalances, so you will need a work up to be sure what is causing the symptoms.
