Sure: You can refuse to have radiographs taken. But you then may be asked to find another dentist, since your current one may not be comfortable treating you with his eyes closed... Without radiographs, that's what it is like. The risks of undiagnosed dental problems far outweigh the risks of the microscopic dosage of radiation.

Anyone can: Anyone can refuse treatment. Any doctor can refuse to treat a patient, especially when the patient refuses to undergo necessary diagnostic procedures. X-rays are a necessary diagnostic tool. The number ; frequency can vary and proper precautions ensures risks are minimal. Would you ask your doctor to not take your blood pressure? (and still expect to receive proper medical care?).
