Yes: As a child most injections are painful-today you can be pre-medicated-put to sleep with iv.Sedation or conscious sedation so any injections are painless or tolerable .Injection techniques have also changed that are less painful.

Yes and no: Pain on injections can be lessened by giving the injection slowly! there are several devices that allow this. But mostly its the dentist that is the greatest variable.
