Need exam: It would help to know what is causing the inflammation of the vulva - whether infection or a irritation reaction or a skin issue. Clobetasol is a steroid cream and decreases inflammation, but if the swelling keeps coming back then you haven't yet found the cause. Clobetasol is just treating the symptoms. See your doc.
