What is the meaning of no peritoneal spillage seen in hsg report?

Blocked tubes: It means both fallopian tubes were blocked. Normally dye goes into each tube separately and then goes out the end of the tube, and spills into the belly. If that is true, then fertility is an issue and specialty treatment is needed.
