Needs dentist: Only a dentist and preferably a pedodontist (a dental specialist who treats young children) can diagnose and treat him accordingly. I'm not sure about the availability and quality of such care in your locality or country.

TREAT TEETH: There must be a solution for this problem. Seems like he is taking too much milk. Anyhow, see an specialist called pedodontist. Dentist specialized in children s dentistry.
