Could you tell me what would happen if i used a local anesthetic on my right hand twice weekly for a year?

Nothing: Unclear why you need to do it, but local anesthetic is destroyed very quickly by your body. Unless you have liver problems, the only issue the reason why you are doing it. See hand surgeon.
