Smog & sinusitis: There no studies that show a direct correlation between living in a high smog environment and frequent sinus infections. If you are getting frequent sinus infections, best to rule out allergies, avoid/ stop smoking, also stay hydrated, try a humidifier and make saline rinses your new best friend.

Very likely: It is easier for bacteria to grow in sinuses that are inflamed, whether that inflammation comes from allergic reactions or repeated exposure to irritants such as smog, fumes, odors and cigarette smoke. Removing yourself from environments loaded with irritants is likely to help. An allergist is trained to help you identify and relieve or treat the various factors that cause sinus inflammation.
