Have head congestion cough and no voice do i need antibiotics ?

Not necessarily: The hoarse or not voice is reaction to post nasal drip causing sore throat, with the vocal cord trying to protect the gateway to the lungs from the drip and its frequent opening and closing and coughing. Take care of the sinus congestion and cold. Go to doctor and determine if there is an infection or not. Decongestant or antihistamine and loosening of secretion needed, fluids help.

Probably not: I can't tell you whether you need antibiotics or not, but those symptoms alone are not reasons to take antibiotics. They're just common symptoms of a common cold.
